I'm running Opera 12.16 on Windows 7 (32 bits). Whenever I open Opera, it asks me to download an update, but when I go to "check for updates" it tells me I'm running the latest browser. What's up with that?

"Check for updates" in 12.16 should come back with an opportunity to update to 12.17. Have you had any problems with the Opera installation (crashes, etc)?

I haven't had any problems with crashes, but sometimes it takes forever to load, and occasionally won't load at all -- I have to reboot my computer to get it to load then. Are you thinking this would change if I updated to 12.17? I'm reluctant to update, because when I did download Opera 24, all of my saved sessions from 12.16 disappeared, and I rely on them. Would 12.17 keep my saved sessions from 12.16?

Yes. 12.17 is simply a security update (AFAIK).

Would 12.17 keep my saved sessions from 12.16?My thinking was that perhaps a crash of some kind might have messed up an Opera 12.16 file that is somehow now blocking Opera's updater from functioning to tell you there's another update (12.17) available. You may or may not wish to update to 12.17, since that represents a security update to 12.16, as @joegd21 has noted. Your question in your initial post revolved around your Opera's inability to inform you correctly about updates.
Opera versions of 15 or greater represent a totally new and different (Blink Opera) browser from the old Presto Opera versions (12.17 or lower), and Opera has chosen to not use the old version updaters to inform users about the "new" Blink Opera browser. (Opera versions 13 and 14, for all intents and purposes for desktop users, do not exist.) The Presto updater presently is supposed to only inform users whether a newer Presto Opera version has become available. Opera has continued security-only updating to the Presto versions, so Presto's updating capability is still of possible value.
If you wish to initially install the new Blink Opera browser, you have to do it manually at first, and it will install itself along side (but not replacing) any Presto Opera browser installation(s). Once Blink Opera has been initially installed, it will auto-update itself as necessary thereafter with no further user interaction. Any Presto Opera versions on the system after the Blink version has been installed should remain fully functional and intact, though you may find that its shortcuts have been replaced by ones pointing to Blink; and, if Presto was default on the system, that may have been changed to the Blink Opera version as well... but Presto Opera should otherwise work exactly as it did before.
Something has happened to your original 12.16 installation to prevent its successful update checking. That implies either one of its settings has been changed/corrupted, a file entry was corrupted, or a file has been accidentally deleted. Only you can decide how to proceed from here (whether to try to "fix" the old 12.16 Opera installation, update it to a newer 12.17 Presto Opera installation, or move on to a Blink Opera browser - currently v25).
