PDF Viewer won't load PDFs

I tried turning off all extensions, but that didn't work. PDFs open fine in Chrome and other browsers. Also the setting to download pdfs automatically is turned off. I'm also on the up-to-date version of Opera GX.

https://www.orimi.com/pdf-test.pdf loads fine in Opera GX 97.0.4719.84 64-bit on Windows 11 Version 22H2 (Build 22621.1555) for me for what it's worth.
