Make it possible to chose where to have the tab bar, if top, bottom or sides. If on the sides, add the option to hide page title. Here, an example of what it could look like if on the bottom (screenshot from Yandex Browser, which is a Russian fork from Opera):

If on the sides, to separate the pinned tabs, you could use a double line separator and let the scroll only happen on the unpinned portion
