I want to copy the speeddial.ini file from a 12.17 64bit Opera to Opera 25

but I don't understand where I must place the copy of the speeddial.ini file

You can't do this directly, Opera now stores the Speed Dial in a different kind of file/database.

Leave the speeddial.ini in another folder and please try this: https://forums.opera.com/post/30835
