Show notification about download error instead of making the icon red

I don't want to be rude, just want to make a suggestion.
I know it has been posted many times before, but the red background on the icon in the taskbar is so badly implemented.If so many people have the same question, it means something is Not clear to the average user. I'm a programmer myself, so I have the experience first handed...
Everybody makes mistakes, but most of the time something can be done about it.Why not show the error in a tooltip when hovering over the icon?
Maybe even make the download icon flash red in the browser itself?Sincerely,
