So I use a mac book Air M3 and an iPhone 13, which both have Opera, and when I try to connect to Flow there, the QR code scans on my phone, but it just loads and loads and loads until it says error could not connect

In the end I had to delete on my phone (Samsung android), reinstall, then set up sync and flow. Connected and worked perfectly after that.

I found a solution th the problem described by OP.
When your phone is on the "Follow thee instructions on other device" screen, just press the "Overview"(switching apps) button and force-close Opera. When you relaunch opera on your phone, flow should be already connected.It worked for me, it may not work for you, but i'm trying to help as much as i can.
So this didn't help at all cuz when I scan PC QR code with my phone, and force close it does nothing.
But I found another solution. that may help
The problem was a DNS server, I'm using NextDNS website to create a private DNS for me to block ads, trakcers etc, and I'm using it on my tablet and 1 phone and on my 2 phone I'm not using it. So in my case all I had to do is go to phone settings > DNS > Change from Private DNS (maybe even with Automatic DNS there is a problem) Change from Private DNS to Off > Restart your phone or just wait a bit and Done, now Flow will connect with no issues at all! After you connected your flows, you can switch back to Private DNS or Automatic whatever you used before. -

After a year trying to connect my flow between my computer and my phone, I finally succeeded. I did several things at once. I log out from my opera account in my laptop, then in my phone I closed all the tabs, then went to settings - apps - opera - storage - clear cache and the other storage, then uninstalled the app and installed again. Once installed, when I opened it I said yes to everything, I let it be the default browser in my phone, and gave it permission to take my info (those are the two messages that pop up when opening the app). I opened flow, in the computer with the qr code and in the phone, too. First flow connected in the pc, but gave me an error in the phone, I did the same thing again and it jumped to opera connect, appeared the code, the computer synced up, then again the same, the phone synced up, and finally after four qr codes scanned, my flow connected.
