CPU limiter seems to not be limiting CPU usage

im super confused as to why this is happening. its been making my game run slower too. intel core i5 8250u, intel uhd graphics 620, 16gb ddr4 ram

@eagleapk1 That doesn't address the issue.

The CPU limiter should be limiting CPU use...but its not. So the feature isn't working as designed.

If you're comment isn't addressing that issue than it is worthless and a waste of time.

Don't comment if you're not going to provide a solution or troubleshooting step
