Camera is "used" by another app mysteriously on Opera GX

In all of the Opera tabs, I can't use the camera at all. Some websites just say it broke but Zoom specifically says some app occupied it already. But the thing is my computer camera isn't used anywhere else. Other apps work just fine. I checked all kinds of permission in both Opera and Settings. It still didn't work!
