Opera Hides Tabs on Minimization

Hi! First time posting, as this is the first time I haven't been able to find my problem already solved here.
Running Opera 80.0.4170.72 on Linux Mint 20.2, and it has been hiding all the tabs when a window gets minimized. They will randomly pop back up when a new window is open, usually several months after they were hidden.
The "Put inactive tabs on hold to save memory" option is disabled.
The "Load background tabs" setting is enabled.The missing tabs are all present in opera://discards, and are listed as having Visibility: Hidden, Loading State:Loaded, Lifecycle Count:Hidden and Discard Count:0. They are all marked as Auto Discardable, and none of them can be loaded with the "Load" action in the Action tab; the option is greyed out and clicking does nothing.
This has been going on for months. I'd hoped an update would magically fix it, but several updates and reboots later we have the same issues. About to drop Opera altogether, as this is getting extremely frustrating.
I'm absolutely lost as to what's going on here, any insight?

I don't know how to edit the OP, and forgot to mention that the browser is also set to reload whatever tabs were open in the last session.
