Application unable to start correctly (0xc0000022)

TL;DR: Closed Opera GX with task manager, Opera GX no longer opens with error code 0xc0000022
Earlier today, Opera GX was going slow so I stopped the task with task manager. The next time I tried to open Opera GX it gave me an error saying it was unable to start correctly with error code 0xc0000022. I've searched on different ways to fix this and tried them, but none have worked, not even uninstalling and reinstalling Opera GX. Is there a way to fix this, and was it caused by stopping the task with task manager?

@dag3223 I understand my reply may give you a false sense of hope, but I've had the exact same problem for the past week or more. If you have found something, please let me know. If not, we are both in the same boat. I tried different methods, including disabling some things for some time to try and fix it, but no.
