A good example of how your command should look like is "C:\Program Files (x86)\Opera beta\launcher.exe" --presto-small-prefs-dir="%APPDATA%\Roaming\Opera\Opera"

No, but it's possible starting from version 26(.0.1646.0)
(Opera -> More tools -> Import bookmarks and settings...)
