Allow creating local pinboards.

The flag #fast-tab-tooltip is enabled in this version (ready to check it)
Shows a tooltip with tab information upon tab hover.

Removed flag #system-theme.

New Opera's flag #open-new-tabs-right-to-parent - disabled (work in progress)
When enabled, opening a tab from a link will always put the new tab right to the tab where the link was clicked.

The flags #reader-mode and #yat-emoji-addresses are enabled by default in this version (ready to test it).

Some changes, fixes and improvements:
- DNA-95077 Wrong default state on opera://flags page
- DNA-95241 “Switch to tab” button is visible only in on hover state
- DNA-95419 Post install extension popup is not shown
- DNA-95463 Undo button in snapshot edit tool does not work
- DNA-95441 [macOS Big sur] emojis are not shown in the address bar URL
