If I watch videos in full screen from any website after 2-3 seconds the video shrinks to a smaller box centered about half the size. by moving my mouse, it temporarily returns to full screen for 2-3 seconds after I stop moving the mouse.

is this a setting or something? I need help with this, Pleas.
