No notifications on any app what so ever

i dont get notifications on anything in opera gx, i checked settings and notifications are on, i checked opera settings and the websites i use have notifications on, i factory reset opera gx and still no notifications. i tried setting youtube to "ask" notifications and then i press allow and still. Please help
