@tmkg: after some time trying to see through the glitches i thought she was Hibiki from "Idolm@ster", but Popura Taneshima from "Working!!" seems like a closer match, the artist named this loop "for Chelsea", could that be a clue? or maybe the person who commissioned the loop? i dunno go ask the artist, name's Octarine as the watermark suggest, now allow me to lay down and have a seizure. literally dies
