Built in adblocker extension problem

I keep having this notification of an extension needing an upgrade, and after a lot of trial and error, found it was the built-in adblocker. I went into the upgrades tab, nothing. Turned on the dev mode to update, didn't work. Can someone tell me how I can fix this annoyance, please? It's becoming a very aggravating dilemma for the past few months.
