AFAIK NPAPI plugin doesn't scale. Have you tried using Pepper Flash (PPAPI)?

Not yet. Where can I obtain that?
It comes bundled with Chrome. I don't know if there is an unbundled version of it for download.

I know it's bundled with Chrome. But my concern is that it's low-resolution in Opera.

Download plug-in for Mac OS X - for all PPAPI based browsers

At opera:plugins (type this and press Enter in the address field), is the PPAPI one enabled and the NPAPI disabled?
Click the "Show details" button and try setting it like that and restart Opera. -

Opera should have loaded the PPAPI Flash automatically but it didn't.
Can you see files at /Library/Internet Plug-Ins/PepperFlashPlayer/ or /PepperFlashPlayer64?
Please try running Opera using the command line parameter to find the Pepper Flash. E.g. like this: /Applications/Opera.app/Contents/MacOS/Opera --ppapi-flash-path=/Library/Internet Plug-Ins/PepperFlashPlayer(64)/
(PS. I'm not sure you should point to the folder like above or include the filename too, maybe a .dll?)
If you still don't see the PPAPI Flash at opera:plugins you may try to add --ppapi-flash-version=15.x.x.xxx (fill the number correctly) to the command also.

There is a flag in opera://flags/#find-pepper-flash-plugin (if you want to test out the Pepper Flash (maybe unstable))
Try right clicking on the flash content and see if the quality is set to High, for videos, check the video player for an option to choose a Higher resolution video (can take more time to load)
Why Open the Web?

However, many devices are excluded access to Web content.
