[Suggestion] Always be able to see the "Downloads" button next to the omnibox.

Have the "Downloads" shortcut next to the omnibox, so that we can always consult the small box that appears when clicking on it.

Or just make that box also appear when clicking on the downloads in the sidebar. But I think it would be more comfortable to have it in the upper right corner than alongside or on the sidebar.
