Customize the Easy Setup bar, add/remove desired toggles, etc.

I personally have some toggles I'd like to add to the Easy Setup bar, instead of having to open settings everything and change them. I assume some users would find this useful too.

@yuvt I also suggested many times already about adding some toggles, for example 'hide speed dials' and 'show search box' for the start page. Taking into account that such toggles as 'show speed dial suggestions', 'show Weather and' 'show News' do exist, these 2 toggles look logical too.
I also suggested to make a separate menu (popup) on the start page in the right upper corner like in other browsers. The popup can contain toggles which directly refer to the the start page only (wallpapers, search box, News, sd suggestions, weather) so the EasySetup will be more compact in this case and can fit more 'global' toggles.
*By the way, they removed 'recent wallpapers' section from the EasySetup recently. I find this option handy, now the option is only on Settings page.
