My opera is not being upgraded from Opera 68 and it is stuck on version 68.0.3618.173
When doing sudo apt install ./opera-stable_69.0.3686.77_amd64.deb following error occurs,

➜ Downloads sudo apt install ./opera-stable_69.0.3686.77_amd64.deb

Note, selecting 'opera-stable' instead of './opera-stable_69.0.3686.77_amd64.deb'
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

Actually I have found a work around. Opera hasn't fixed this issue yet, and probably won't. Its a shame that Opera lies and says it supports Ubuntu 16.04, but in fact, it does not. Work around is located here at the bottom by kmod:
          https://forums.opera.com/topic/41676/solved-missing-dependency/10.

Short answer is you have to rebuild the deb pkg citing version 3.18.9 instead of 3.19.12. I have personally done this with no effects on browsing so far.

          Cheers!
