Keyboard shortcuts in the "Preferences" file

Could someone please remind me? I know it is possible to set up some browser-wide keyboard shortcuts through the "Preferences" file (in the user's profile directory). One would create a section for keyboard shortcuts (possibly within "browser"), provide a key and one of a small list of available browser actions (such as closing the current tab or opening a new tab), and upon restarting Opera this keyboard shortcut would become available. Unfortunately, I can't remember the exact syntax for this functionality, and I can't even remember the search terms I used to find the description of this functionality. Could someone please point me in the right direction?
Note that this approach has a significant advantage over various shortcut-managing extensions, because it works with javascript disabled. This is a major requirement for me. But if you know of an extension which doesn't require javascript, I don't mind using it.
