White frame around browser window

For a very long time, a border appeared around the browser window that I cannot fix. I have already tried and reinstall the browser and reset the settings. Nothing helps. Other programs and browsers do not have this framework. Help me please.

@p1kalol Try to Run Opera beta as an Administrator, This should make the frame disappear.
