Menu fonts too small, icons (e.g. preferences) too small

How can I increase the font size of the browser menus and tabs (font sizes of web pages are ok) ?
The icons on the left side are way too small. The text displayed when you hover with the mouse over the icons has also a tiny font size. How to adjust ?

@heinrichii Depends on your environment. On KDE, you just have to set System Configs >> Hardware >> Display and Monitor >> Global Scale

@auxiliumdei Thanks for your reply. Unfortunately I'm using neither KDE nor gnome. I use fvwm2. So I need a solution under this condition. Environment variables QT_AUTO_SCREEN_SCALE_FACTOR and QT_SCALE_FACTOR seem to have no effect on the menu font sizes.

@heinrichii For reasons I don't understand, this works:
GDK_SCALE=2 opera (wiki.archlinux.org/index.php/HiDPI#Xfce)
My display is not HiDPI.
