Opera Start Menu Layout Windows 8.1

I'm preparing a Windows image on Windows 8.1. I'm creating a Start Menu Layout, where I can customize what programs will appear on the Start Menu instead of the Default Windows 8.1 Apps. I included the Opera browser, and other browsers, on the Start Menu Layout, so all users will have these programs on the Start Menu. On my first Windows image, I was able to see the Opera browser on the Start Menu. I can see Opera as different users. But now, I don't see it included in the Start Menu. I was able to set up all programs I wanted, but the Opera browser is not showing. Is there a version issue that Windows 8.1 sees it differently? The updates that occurred on the other programs did not remove the programs from the Start Menu.
