Close all tabs before exiting Opera and it will start up with no open tabs.
For a private tab press the tabs icon in the header, then press the menu button and choose "new private tab".

Opera doesn't reload the last visited page at the startup. It'll however, reopen with all the tabs you left open the last time.
The way to prevent that is closing them before leaving.
Private browsing mode tabs (and "Close all tabs" BTW) are in a menu in the tab switcher screen. Tap to see the tabs then press the button to open the overflow menu (the three dots).
