Jump to Click Not Working

I switched to Opera recently, in part because Jump to Click (cursor jumps to spot in scroll bar that is clicked) didn't work in Firefox. Overall a good move, there are a lot of things that make me prefer Opera.

However, Jump to Click has stopped working, I believe when I updated to 69. Clicking in the scroll bar gives a "tab" type jump, rather than to the click spot. What's odd is that I went back to Chrome, which l used for years, and in which it used to work, and it's stopped working there too. It doesn't work in Vivaldi. The only browser in which it currently works is Safari, and this one problem isn't enough to make me ever use Safari.

When I was using Firefox, I didn't get a single response on this problem, I'm hoping Opera is more interested in fixing this.
