Every time I open Opera, the side bar pops up with message to get me to install Whatapp on my computer. I have no interest in Whatsapp or any of the other crap that's on the side bar and no matter how many times I remove these apps/icons, they reappear after a few days and keep giving me these pop ups. Even hiding the sidebar doesn't work - after several days, it shows up again with all of the icons restored. I understand Opera is trying to make money with these silly partnerships, but what is the point of allowing users to remove them if you don't actually allow your users to remove them. Anyone have any success in getting rid of these things?

Goto the URL opera://settings/privacy, disable "Display promotional notifications", restart Opera and see if that helps.

Also, just for good measure, you might want to reset the sidebar settings. Goto the URL opera://about and take note of the "profile" directory. Then, close down Opera and edit the "Preferences" file with JSONedit. Under root/ui/browser, right-click the "sidebar" node, delete it and save your changes. Then, when Opera starts, go ahead and click the 3 dots at the bottom of the sidebar. Then, disable all the sidebar panels you want, hide the sidebar and restart Opera. Then, see how things go. If Opera adds a new feature or if Opera updates, you might get bugged about some of the panels again though.
