Sudden drop in browsing speed

Hi,
This started happening recently, not only on opera but across all browsers I've checked.
The browsing speed drops by 60% and everything takes ages to load but in incognito it works normal.
I've tried the usual suspects - disabling addons, clearing everything antivirus check and it still there.
No clue how to tackle this. I have solid gaming laptop and fast internet connection.
