Upload Wallpapers

I want to add a personal video I made as a wallpaper, its converted webm and mp4 but neither is allowed, only static images when selecting "add your wallpaper", is there a way to upload the animated wallpaper for use?

See https://forums.opera.com/post/184974. (Since you already have the webm file, you can skip to the persona.ini part and zipping up the files.)
