Are VPNs legal in UK and US?

do Countries like the USA, UK, and Canada allow legal use of VPNs?
regarding IP have some queries can some one help me on this -

@charlikelliher In those 3 countries, using a VPN is legal. However, if using a VPN to commit illegal actions (child porn, terrorism, etc), you may be subject to additional sanctions if caught, depending on the national or local laws.

Thanks for the reply. Here's an article to explain more about how some states with strict laws and regulations ban VPNs from being in control of their citizens’ internet use. Some countries allow government-regulated VPNs, while there are countries where VPN is illegal.

@charlikelliher Usually it boils down to the nature of the socio-political environment in a given country. Nations with authoritarian governments or rigid religious control over governments tend to place more restrictions on both what citizens may communicate and what they may access from outside the national borders. In your article, all the listed nations that restrict VPNs in some way fall into such categories. A few of those nations that block their own citizens from downloading/importing VPNs still allow visitors (particularly business travelers) having their own computers to access their installed VPN's connection IPs, but making such connections sometimes can be unreliable.
