It's working fine for me in Opera 67.0.3575.53 64-bit on Windows 10 OS Version 1909 (Build 18363.657) with a fresh Opera profile. Not using Opera Sync.
When I goto an extension's page, Opera asks me if I want to install the "Install Chrome Extensions" extension, I tell it "yes", it installs and refreshes the page. I then click "add to Opera" on the page and the extension installs fine.

Means that all settings and data were wiped before testing. This was done by delete the profile and cache folders while Opera was closed. Goto the URL

for the locations.For you to try with a fresh profile without messing with your normal Opera, download the Opera installer, launch it, click "options", set "install path" to a folder named "Opera Test" on your desktop, set "install for" to "standalone installation", uncheck "import data from default browser" and install.
Test in that Opera, but do not enable Opera Sync, do not turn on the adblocker and do not turn on the VPN. If things work fine there, then you know it's just an issue with your normal Opera profile (setting or corruption or something) and we can go from there.
