Google sites won't accept cookies

I had this same problem with Firefox, now Opera, v.12.15: Google and Picasaweb, which they own, tell me I've turned cookies off, although I haven't and I'm looking right at their cookies on my list. I've already tried removing the cache and the old cookies. I've had to open all my Google pages on yet a 3rd browser, Safari, which is a PITA. Before you ask, I'm not willing to switch to the latest opera. i don't feel there's any security issue in staying on an old version.

Have you cleared/deleted the cookies that have www. preceding them and the ones that don't ?.
E.g Google.com and www.Google.com.

Yes, many times, as this has been going on for years. And I've made sure that Google and Picasaweb are allowed cookies.

I meant it's been going on for years in Firefox, but just recently in Opera.
