Can't add bookmark

The heart will turn red but when the window open every folder is greyed out. If I then click on the red heart an empty window opens. If I click on the heart for a previously bookmarked page the correct folder opens up. I am using Windows 10 and this happens with both the current and the prior releases of Opera.

Download the Opera installer, launch it, click "options", set "install path" to a folder named "Opera Test" on your desktop, set "install for" to "standalone installation", uncheck "import data from default browser" and install. Test in that Opera, but do not enable Opera Sync, do not install any extensions, do not enable VPN and do not turn on the adblocker.
Do things work there at least?
