Pressing F1 repeatedly opens the help window the same number of times.
This does not make sense if the help is called on the same topic - just one window.

It works as you expect in Chromium and Chrome. It doesn't work in other Chromium-based browsers (like Opera, Vivaldi and Chromium-based Edge) though. I'm guessing that's because other browsers don't use support.google.com for the help page and the behavior you expect is only triggered when that's the help page domain.
These links point to the relevant code. Something must throw off the code when the support URL isn't the support.google.com one.
