When bookmarks sync is enabled, I can't rearrange the bookmarks bar

When I drag bookmarks or bookmark folders on the bookmarks bar to another position, their new position is not remembered when I close the browser. When I try to replicate this on a fresh profile, it does work, so I suspect it is related to having bookmarks sync with an Opera account enabled. I also disabled sync only for bookmarks and then it also works as expected, so the issue seems to be that the position of bookmarks is not synced, and Opera restores from the synced version on startup, instead of prioritizing the local version.
