New bookmarks unwantedly appearing on my bookmarks bar

Every new bookmark I try to make goes directly to the bookmarks bar, but nothing is created in my bookmark folders. This just started, that I've noticed, maybe two or so weeks ago. The bookmarks aren't being created in my folders, at all. And I already have what I want to have on my bar. I don't want to keep adding new bookmarks to it, especially involuntarily. Does anyone else have this issue? Is there any way to stop it?
Really, if I want bookmarks on my bookmark bar, I'm pretty certain I can put them there myself from my folders. I don't need to lose bookmarks because I delete the new one from my bar thinking it accidentally copied there, then days later discover that it was the only bookmark made. Is this because of an update? Why is the option to shut this behavior off? Is there a way to stop this from happening, at all? -

Currently, if you right-click on a link and choose "add link to bookmarks" it always goes to the bookmarks bar no matter what. It's a known issue.
If you're bookmarking pages with ctrl + d or the heart icon in the address field, the save location in the add bookmark dialog will be "bookmarks bar" by default. But, if you switch it to a different save location like "other bookmarks", that location, the bookmark will be saved there instead and that location should be remembered for the next time you add a page to bookmarks. Then, you'll be able to avoid saving to the bookmarks bar.
but nothing is created in my bookmark folders.
In
opera://bookmarks
, the "bookmarks bar" is basically considered a folder. Are you saying that if you bookmark a page where it gets added to the bookmarks bar, it doesn't show up in the "bookmarks bar" folder inopera://bookmarks
? Bookmarking to the bookmarks bar isn't supposed to put a copy in both the bookmarks bar folder and another folder. -

The issue is that I can no longer find where to change the save location for the bookmarks. I've gone through every settings menu I can find, and found nothing about it anywhere.

?I was simply pointing out that the bookmarks bar was the only place I could find the bookmark. As in, I didn't take a bookmark from a folder, and add to the bar, but neither did I expect to delete the bookmark from the bar, and completely lose it because it didn't default to any other folder, nor was I asked where the bookmark should be saved.
I use the heart icon most often. But I've always been asked where I want to save the bookmark to. That isn't happening now. And, again, I can no longer find where to change anything about the default. -

When you click the heart icon, what do you see?
