No Cookie for local HTML files

I find Opera seems not to handle Cookie for local HTML files (eg. the HTML files in SDCARD).
I have HTML file in SDCARD and I use Opera to open the file. It is expected some cookies should be saved and read, but in fact that does not happen.
If I put the HTML file to a Web server and use Opera to open the page, Opera handles cookie correctly.
