Constant path changes subvert the purpose of HIPS

Where a Host Intrusion Protection System (HIPS) is installed, all of the permissions which the admin grants to the Opera application are rendered invalid after every update because the Opera installation path changes with every update. This is an incredible nuisance, and is one of the reasons that Opera is rarely used within my organisation.

Known issue and Opera knows that some users don't like it because of firewall issues etc.. But, not sure if Opera is going to do anything about it. It doesn't look like it.
What should be done is Opera should do like Vivaldi and Chrome where opera.exe is in the main folder and it just loads the dlls and such in the latest version folder. Then, there'd be no need for launcher.exe in Opera. But, Opera has chosen to be different.
I also think it'd be cool though if firewalls could always give opera.exe instances permission if they were launched by launcher.exe (opera.exes in the subfolders in the folder launcher.exe is in specifically). But, none of them have those capabilities.
