i am really irritated when i supposaably download 12.16 efter the install i wind up with opera 18 which i did not want

Where are you downloading it from?
I just tried downloading from here Download Opera and I received the correct version.

Not very sure to be honest, different files so even if they are both installed they shouldn't interfere with each other.
Personally I would remove 18 completely but that's just me.
