Operamail audio notifications on Win7 are inconsistent: Why?

Has anyone else noticed this? Audio notifications for incoming messages are hit and miss? And Operamail even shows up in Volume settings along with all the other programs that have audio capabilities. Of course "Play sound when new messages arrive" is checked otherwise I wouldn't ever hear it.
I'm wondering if this is an Operamail problem or a Win7 problem. I haven't noticed this with any other programs so I'm suspecting its an Operamail problem or some bizarre interaction problem. -

Opera Mail has always been like that. No one ever figured out why. No known workarounds.
