opera lagging when cursor hovers over links

so, for the past few days ive noticed that opera hasnt been very smooth. its very laggy and this pc im using it on is just over a month old.
the lag seems to happen only when i move the cursor over links, specifically when the cursor changes from the regular one to the hand shaped one.
theres always a very short pause where the cursor doesnt move then it jumps to where it should be. this issue is only present on opera. other programs work without issues.im not sure why this issue has started happening and would like it fixed as it makes my browsing experience feel like im using a pc that cost a tenth of what it actually did
