It's bug. Both Chrome and Vivaldi cache the response, but not Opera.I help you to test it, here is a link: https://vk.com/doc-184440115_510376337 (10 MB)
Chrome, Vivaldi download it only once when you click on it the first time. Opera redownloads it every time when you click on the link.Do not forget to slow down you Internet connection in a router settings (10.000 Kbit/s is enough to see downloading process) or you will not see the difference.

Test in a standalone installation of Opera. Don't import anything, don't install any extensions and don't enable Opera Sync. Still a problem with that profile?
Test in Opera Developer too to make sure it hasn't already been fixed.
Will test when I get a chance.

I can confirm in Opera Stable. I think it's working okay in Opera Developer.
