Very long startup times / whitescreen at startup

Opera takes about 10 seconds to open everytime, showing a blank white screen in the progress. The usual time was around 1 Second. The rest of the browser works fine. Solutions of previous posts have been tried.
- disable hardware acceleration
- disable automatic proxy
- disable all extensions
- reinstall graphics card drivers
- clear browser cache using cccleaner/wisecare + reinstall opera (import settings)
None of those solutions have brought a chance.
System is using the newest Opera Stable 64bit on Windows 10 64bit 1803.
