Cannot find Off Road Mode on Opera

I am using the currently updated version of Opera which is 22.0 on OS X 10.6.8 (Snow Leopard). When I click on the Opera logo at the top left of the screen there is no OFF ROAD MODE option listed. Turbo and everything else is listed but not Off Road Mode. Does anyone know why this is? Maybe is it only available on OS X 10.9 and above. Thanks in advance for any information about this issue.

Opera Turbo is Off-Road mode, they just renamed the feature.
