What is happening here. (video of problem)

Over last couple months this has been happening every so often. I sit down at my desk at work, click to open Opera and it opens up briefly, shuts down, then proceeds to do that again and again on its own before finally stopping. I've attached a video of it happening below.
I'm on a work computer, windows 7 64bit. I've searched several times and cannot seem to find anyone else having this problem. I've ran Opera for years in this pc, and only recently has this been happening. Last two times I've re downloaded and installed Opera and that worked. This morning though it isn't.
