Youtube Emoji panel bugged

Seems on youtube, when i open the emoji panel while watching live streams it scrolls by 2 lines instead of one, meaning you miss a row of emotes
Tested on edge browser and was fine, but on opera when mouse scrolling i miss a line as its scrolls by 2 instead of 1.
Seems the bug may be a chrome issue as this issue also happens on the chrome browser
