Opera 22 installation issue on Win 8.1

Got a message after I agreed to install new version:
c:\users\username\appdata\local\temp\CProgram Files (x86)Opera\installing\installer.exe

The service did not respond to the start or control request in a timely manner.

And then:

Failed to obtain administrator-level execution priveleges.

I resolved it by running it elevated - others might not manage it.

On any operating system from Vista upwards, anything you install should be as Administrator.

Yes, I realize this but it wasn't an issue when I upgraded from Opera 18 or even less..
