Just to see if it makes any difference, goto the URL
opera://settings/system
in Opera, turn off hardware acceleration, restart Opera, and try again. -

Also, install https://addons.opera.com/en/extensions/details/user-agent-switcher-5/ and try again masking as Chrome for Windows.

Also, if you want, set
opera://flags/#autoplay-policy
to "No user gesture required" while testing just to see if it makes any difference. It shouldn't, but you can try. -

Here this video doesn't play on Dev version with hardware acceleration OFF and I see freeze frame like in Vivaldi, but in Vivaldi(with acceleration on) the timeline looks as fully charged.
Edit: agent switching doesn't play a roll, the same with flag. -

windows 10 enterprise
The Enterprise version of Windows 10 lacks something Opera needs that the Pro and Home versions have. It probably needs the Media Feature Pack installed. However, that installer is for "N" versions of Windows 10. It won't install on regular Enterprise. If you can find a way around that or if you can find it in "Start button -> settings -> Apps -> Apps and Features -> Manage Optional Features", you should be able to get things working. (If Windows Media Player isn't installed, try installing it to see what happens.)
Probably same issue for some/most Win 8.1 users. There's a Media Feature pack list at https://support.microsoft.com/en-us/help/3145500/media-feature-pack-list-for-windows-n-editions. But, again , it's only for "N" versions and won't install on non-N versions. Maybe there's a way around that.

@burnout426 maybe he needs to wait for the upgrade to Opera version 61.

@temkem Maybe. Still getting mixed results from users for the 8.1 issue, so not sure.

I have installed Windows 8.1 x64 for one language.
Opera 60.0.3255.59 does not play some Twitter videosBut on Opera Developer 61.0.3290.0, videos on Twitter work.

I was able to test in 8.1 again, but with Opera Dev this time. The video works in developer for me too. I wasn't able to truly test if the audio for it worked as the laptop I was testing on had blown speakers and a busted headphone jack. I also saw some decoding issues for audio in
opera://media-internals
. I'll just have to test on a different Windows 8.1 device when I get a chance. I assume you can hear the audio in the video on your 8.1? -

No sound here on Win 8.1x64 with Opera Dev 61.0.3296.0
In Chrome/FireFox plays with sound. -

@burnout426 There is no sound on this video.
https://twitter.com/AmosDonalo/status/1115643641568157700If you open this video through Firefox, then there is sound.

@burnout426 I guess if sound works, there should be equalizer visible on the tab in Opera. So it can be tested even without speakers(just to check if it's not muted, here the video is muted by default).

After some time, I had my problem solved. The member @cmarcelo, gave the "golden ticket". I tested it and it worked out for me. Videos that were not running, now play normally.
https://github.com/iteufel/nwjs-ffmpeg-prebuilt/releases
Access the GitHub repository and download the ffmpeg version for your OS (Linux, Windows, OSX). Then unzip the Opera root folder. Restart your browser.

For me, "nwjs-ffmpeg-prebuilt" did not make difference. Even without it the original linked Tweeter video played fine on Opera 60 with some updates. I'm not sure what caused this - maybe Twitter re-encoded it at some point with a different codec. I've noticed low quality, and not sure it was the same when I've started the thread. I've tried monitoring the Opera process and did not notice it even tries to access the new .dll file. Someone will have to link a specific video which did not work without this .dll and worked with it.
And yes, https://twitter.com/NOAASatellites is the latest example of how videos don't work under Windows 8.1 even with latest Chrome browser.
