Two windows are opened when clicking on a link in another application while Opera is not opened

Hello,
When my Opera is turn off and I want to open a link in an another application, Opera open two windows, one with the link I want but without any pinned tabs, and one window with my pinned tabs and the Speed Dial tab.
The pinned tabs and Speed Dial tab window is displayed upper the one with the wanted link.
Is it a knowed issue?
