Opera Not Opening To Full Screen, Nor Closing Completely When Using Close All & Clean

i just reinstalled opera and added the extensions and adjusted the settings to my liking, but i have run into a couple of issues. first one is when i launch open it does not open to full screen like it should. the second issue is i use close & clean to make sure everything except for cookies =are cleared from the browser on close, however in opera when i click close & clean it only closes the main window with my startup pages and leaves a window with you built in speed dial page. since i use fvd speed dial i'd like to have opera not open your speed / apps page when i click the close & clean extension button to close opera. thanks

For the full screen issue, have you put the relevant command line switch to make it start as maximized window, i.e. what I describe here?

@jimunderscorep thanks much appreciated. had to edit down your command to opera --start-maximized %U. that worked perfectly, thanks again.
now if someone could please explain how to keep the second window from opening when i click close & clean to close opera that would be great. thanks
